This service is designed to support school districts and district residents who choose to instruct children at home. In meeting the New York State Education Commissioner’s regulations for home school instruction (Part 100.10), our BOCES works with districts to support students who are being schooled at home. This includes:
- Accepting Letters of Intent.
- Reviewing Individualized Home Instruction Plans (IHIPs), quarterly reports and annual assessments.
- Serving as a liaison between the school district and homeschooling families.
- Regularly notifying districts on the compliance status of homeschool programs
Families homeschooling their students are encouraged to use the Home Instruction Portal Links for submission of required documents. If you are new to the district and/or new to homeschooling, please contact your district’s registrar with your intent to home school.
Home Instruction Portal Links
- Submit Letter of Intent (LOI): Submit the LOI via the district portal.
- Submit IHIP: Submit the Individualized Home Instruction Plan (IHIP).
- Submit Quarterly Reports: Submit four quarterly reports throughout the school year (July 1- June 30).
- Submit Assessment: Submit a final year-end assessment based on the following grade levels:

- Grades 1-3: Narrative assessment only.
- Grades 4-8: Narrative assessment alternate every other year with a commercial assessment.
- Grades 9-12: Commercial assessment only.
