Basic Function:

This is an 18-month, temporary position to support Capital Region BOCES in assisting several component school districts with COVID-related issues and requests.

These duties involve the responsibility for administering the personnel processes for a BOCES program in accordance with laws, policies, procedures and regulations of the BOCES as well as associated school districts. The Personnel Program Administrator (BOCES) is responsible for all personnel components of the program including but not limited to; payroll processes, appointments, hiring and vetting of candidates and keeping records of all matters pertinent to employment. The work is performed under the general direction of the department head. Supervision is exercised over the work of subordinate staff. Does related work as required.

Qualifications:

MINIMUM QUALIFICATIONS:  EITHER:
A. Graduation from a regionally accredited or New York State registered college or university with a Master’s degree and five (5) years of experience in personnel functions, including but not limited to benefits, payroll, worker’s compensation, training and/or recruitment/selection, including or supplemented by three (3) years in a supervisory capacity; OR,
B. Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s degree and six (6) years of experience in personnel functions, including but not limited to benefits, payroll, worker’s compensation, training and/or recruitment/selection, including or supplemented by four (4) years in a supervisory capacity; OR,
C. Graduation from a regionally accredited or New York State two year college with an Associate’s degree and seven (7) years of experience in personnel functions, including but not limited to benefits, payroll, worker’s compensation, training and/or recruitment/selection, including or supplemented by five (5) years in a supervisory capacity.

Vacancies are filled by certified list provided by Albany County Civil Service. Should no certified list be available, candidates appointed to this position will be serving in a provisional appointment in accordance with New York State Civil Service Law. The candidate must successfully complete a competitive examination and be eligible for appointment in accordance with Civil Service Law and the Civil Service Rules for Albany County to obtain a permanent appointment.

Responsibilities:

1. Administers personnel processes in accordance with regulations, policies and procedures of the BOCES and of associated school districts.
2. Responsible for effectively dealing with personnel problems in such areas as staffing assignments, selection and placement of employees.
3. Interviews applicants for positions, completes reference checks and makes offer of employment.
4. Supervises and maintains the recording and keeping of a variety of personnel data such as attendance records, appointments, payroll and employee evaluations.
5. Maintains records of vacancies and records when those vacancies are filled.
6. Monitors employee management systems to ensure functionality.
7. Assists in the preparation of budget by compiling necessary information.
8. Keeps and maintains records and makes reports as necessary.
9. Performs related work necessary.
10. Thorough knowledge of principles, practices and techniques of personnel administration.
11. Thorough knowledge of record keeping of all matters pertinent to employment.
12. Good knowledge of effectively dealing with personnel problems in such areas as staffing assignments, selection and placement of employees.
13. Ability to manage budgeting practices and procedures.
14. Ability to implement and enforce rules and regulations, policies and procedures.
15. Ability to supervise the work of others.
16. Ability to work with people effectively; dependability; resourcefulness; accuracy; initiative; good physical condition.
17. Physical condition commensurate with the demands of the position.

Starting Salary:

$60.00 per hour
This is an hourly position. The exact work schedule will be determined based upon program need and the availability of the selected applicant.

The selected applicant will be subject to a fingerprint supported criminal history background check in accordance with SAVE Legislation effective July 1, 2001
